What is Dr Shocker?

Cleopatra’s Barge opened in September 1970 in what is now the Nobu Hotel tower, replacing the earlier Nero’s Nook lounge. The 180-seat lounge featured as its centerpiece a “floating” stage designed as a replica of the vessel aboard which the Egyptian queen is said to have bewitched Mark Antony.

The pleasure craft, installed in a shallow lagoon, featured a gold-painted, topless figurehead that extended far into the public walkway. Guests quickly turned rubbing the statue’s golden breasts for luck into a classic Vegas tradition; staff regularly repainted the most-touched areas.

Vital Vegas ranked the display No. 4 on his 2014 list of “10 Things You Can Rub for Good Luck in Las Vegas Without Getting Arrested,” a list that featured three other Caesars Palace entries: the hand of the Caesars statue (No. 1); Joe Louis’s boxing gloves (No. 8); and the toe of Michelangelo’s David replica (No. 9).

The barge itself never actually floated, by the way. That was just a myth. It sat on a fixed platform that created a mild rocking motion. That piece of Vegas engineering, like the statue’s original perch, is now history.

At that venue, the company’s president and interim chief financial officer, George Papanier, told officials that Bally’s will “deliver the event centre, 100 rooms of the hotel and the required food and beverage components” in early 2027, per the Chicago Sun-Times. That said, the company is reevaluating about 12% of the project’s other planned amenities in response to potential cannibalisation from video gaming terminals. The hotel plan calls for an eventual total of 500 rooms.

The city council legalised VGTs in its latest budget that took effect in January. Mayor Brandon Johnson opposed the move but was overruled by a council majority. Johnson and his colleagues have fought over the issue all year, which is still largely unresolved.

The mayor has not opined this summer, at least publicly, on if he believes Bally’s will open the casino in the first quarter of 2027. However, Johnson indicated in March that his administration is committed to projects such as Bally’s Chicago that foster economic development, while creating new jobs for numerous neighborhoods across the city.

Clubs fear the measure will jeopardise revenue from betting company sponsorships. Corinthians (Esportes da Sorte), Palmeiras (Sportingbet), and São Paulo (Superbet) alone hold contracts worth BRL350 million annually with betting firms.

One concern is the measure might force clubs to host matches outside the city to maintain their advertising agreements.

Stakeholders have yet to determine their response to the bills, with educational campaigns and collective actions on the agenda. Coordination with political leaders in the city of São Paulo is also under way.
